Community policing is a policing strategy that is community-oriented and focuses on community engagement, communication, and fluid interaction. Police officers proactively facilitate communal trust by building relationships in the community they patrol. Community policing transitions police officers from an invasive suppressive force, into an extension of the greater community. Police officers can reduce apprehension to traditional policing by collectively problem-solving issues such as public nuances and non-violent victimless crimes. Community policing is a strategy that doesn’t include the paramilitary blitz-burg tactics utilized in minority communities.

According to Haberfield (2013) policing is not a singular endeavor but requires reliance on others. However, the functionality of the occupation facilitates a subculture of suspicion and limited trust. (Haberfield, 2013, p. 36). This occupational phenomenon of suspicion and limited trust can aid in policing but also hinder communal trust. Manifesting an us vs them mentality restricts the connectivity of an inclusive community-oriented strategy. According to Namgung (2018) community policing consists of three elements: (1) community engagement in making policies; (2) embracing problem-oriented policing approaches; and (3) organizational adaptation.

Improving community police relations, building opportunities communication and trust, and viewing the profession as an extension of the community, enables a developmental transition away from urban paramilitary shock troops. Policing in urban communities is often an adversarial encounter. Many minorities view police officers as enforcers of historical overt and covert systematic repressive policies. However, changing the strategy could possibly write a new narrative. Policing is a politically thankless profession that’s under constant scrutiny. Historically police departments have resisted oversight. However, community-oriented policing demonstrates organizational concern about police community relations.
